Standard : Prioritisation focuses on what matters

Purpose and Strategic Importance

This standard ensures that prioritisation directs resources toward the few initiatives with the greatest impact. Trade-offs are explicit, focus is protected, and distractions are actively managed.

It supports our policies "Prioritise What Matters", "Focus, Not Frenzy", and "Transparent Trade-offs". Without this standard, teams risk dilution of effort and misaligned investments.

Strategic Impact

  • Sharper focus on high-value opportunities
  • Improved delivery speed and quality through reduced overload
  • Transparency of trade-offs for alignment and trust

Risks of Not Having This Standard

  • Everything treated as a priority, leading to burnout
  • Lack of clarity on what matters most
  • Stakeholder misalignment due to hidden trade-offs

CMMI Maturity Model

Level 1 – Initial

  • People & Culture: Teams overloaded with competing priorities.
  • Process & Governance: No prioritisation framework; decisions ad hoc.
  • Technology & Tools: No portfolio or backlog management tooling.
  • Measurement & Metrics: Success measured by volume of work, not value.

Level 2 – Managed

  • People & Culture: Teams occasionally push back on overload.
  • Process & Governance: Some prioritisation discussions happen.
  • Technology & Tools: Basic backlog tools in use.
  • Measurement & Metrics: Priorities captured but not linked to impact.

Level 3 – Defined

  • People & Culture: Teams protect focus and work on fewer priorities.
  • Process & Governance: Clear prioritisation framework defines trade-offs.
  • Technology & Tools: Backlogs linked to strategy and capacity.
  • Measurement & Metrics: Impact of prioritisation tracked consistently.

Level 4 – Quantitatively Managed

  • People & Culture: Focus embedded into culture; teams regularly challenge priorities.
  • Process & Governance: Governance uses transparent trade-offs to guide portfolios.
  • Technology & Tools: Integrated tools connect portfolio, backlog, and strategy.
  • Measurement & Metrics: Quantitative tracking of throughput vs value delivered.

Level 5 – Optimising

  • People & Culture: Prioritisation continuously improved; teams lead trade-off discussions.
  • Process & Governance: Portfolio balancing continuously refined.
  • Technology & Tools: Predictive analytics highlight the most impactful priorities.
  • Measurement & Metrics: Continuous improvement of prioritisation metrics tied to outcomes.

Key Measures

  • % of resources allocated to top priorities
  • Number of active initiatives vs WIP limits
  • Evidence of explicit trade-offs made and communicated
  • Throughput vs value delivered alignment
